1-First create the dxf file using one of the available CAD program (i.e. Autocad, QCAD, LibreCAD). Please make sure that you draw the geometry in the right layer name. For instance, "Block" geometry should be drawn in layer "Block" using Polyline. Use the following conventions for layering and entity type:

Note: Polyline for "Block" must be CLOSED (i.e. must form a closed polygon with the first vertex equal to the last vertex)
2-Select "Load DXF File" from the menu in the left side of the program.
3-Select "Export Script File" and select name of output file and press "Save".
Note: Check "Add Necessary Commands ..." checkbox to let the DXF2UDEC to add necessary commands to make the created geometry callable from UDEC.

DXF2UDEC is a free web-based program to import boundaries or support from a DXF file into UDEC. This Program has been written by javascript, html as well as php to make it available directly from the internet.
